HCA helps move Foundational Learning from evidence to political priority, from political priority to action, and from action to measurable results.
1 Advocacy
We build urgency and political salience around the learning crisis. HCA uses data, evidence, strategic communication, trusted leadership and high-level convening to help decision-makers understand the scale of the challenge, its consequences and the actions required to address it.
Our advocacy includes ministerial and leadership engagement, public communication, thought leadership, regional platforms, media engagement and the amplification of credible evidence and country experience.
2 Adoption
Commitment must be translated into the right policies, plans, financing and delivery arrangements. HCA supports governments to examine the evidence, identify gaps, adopt appropriate reforms and connect with capable partners that can strengthen implementation.
We track whether key policies and practices have been adopted, while recognising that adoption is only meaningful when reforms are financed, implemented and sustained.
3 Accountability
HCA strengthens accountability for commitments and results. We work with leaders to define targets, review performance, identify implementation bottlenecks and agree on corrective actions. Our accountability approach operates at continental, national and subnational levels.
Tools and mechanisms include the HCA Foundational Learning Scorecard, policy adoption tracking, national accountability convenings, district review meetings and public advocacy around progress and gaps.
How the three pathways connect
Advocacy without adoption can produce attention without reform. Adoption without accountability can produce policies that are never implemented. Accountability without evidence cannot identify where systems are succeeding or failing. HCA connects all three.
