The Challenge

9 out of 10 children in Sub-Saharan Africa cannot read, write or do basic mathematics at the age of 10. This deprives them of a future of learning and keeps them from achieving their full potential in their civic, professional, and social life. It also has dire consequences for the future of the African economy.

Government leaders and policymakers need to pay attention to this problem and take appropriate actions to improve foundational learning in their countries.

The Solution

HCA has a three-part solution to get governments to care and take action to improve FLN outcomes:

Advocacy

We leverage data, and the influence of our leadership to make governments care about weak foundational learning in their countries.

Awareness

We share knowledge and information about ‘what works’ to enable governments to adopt data-backed policies and allocate appropriate resources to implement those policies.

Accountability

We hold governments accountable to drive progress towards the country’s and the region’s Foundational Literacy and Numeracy goals.

Our Scorecard

We have designed the Foundational Learning Scorecard – an accountability and analytical tool to improve the literacy and numeracy skills of children.
