Why data matters
Data should do more than describe the learning crisis. It should help leaders determine where support and resources are needed, understand whether reforms are being implemented and identify which children and communities are being left behind.

Our tools
HCA Foundational Learning Scorecard
A Tableau interactive dashboard that provides a concise view of the policies, system conditions and learning outcomes that matter for Foundational Learning. It is designed to support dialogue, prioritisation and accountability among governments, partners and the public.
Adoption Tracker
The HCA Adoption Tracker examines the extent to which governments have adopted key evidence-informed policies and practices required to improve Foundational Learning. It helps distinguish between broad commitments and the concrete institutional actions needed for delivery.
National and subnational accountability
HCA supports regular review processes that bring leaders together to examine data, track agreed actions and address implementation barriers. This includes national accountability engagements and district-level review routines in countries where HCA works.
