HCA in action
HCA works across the chain of reform — from continental advocacy and national policy to district implementation and community accountability.
Continental leadership and coalitions
HCA convenes and contributes to coalitions that keep Foundational Learning visible among African political, education, private sector and philanthropic leaders. These platforms build shared urgency, encourage peer learning and strengthen accountability for continental commitments.

National government engagement
HCA works with ministries and senior government leaders to examine data, identify policy and implementation gaps, agree on priorities and strengthen accountability for results. National engagements are designed to connect political commitment with the reforms, financing and coordination required for delivery.
District and middle-tier accountability
Education reforms are often won or lost in the middle tier. Districts, local governments, school leaders and supervisors translate national policy into daily support for teachers and learners. HCA works with subnational leaders to establish practical routines for reviewing performance, following up on agreed actions and engaging communities around learning outcomes.

Convening for learning and implementation
HCA uses strategic convenings to move conversations beyond declarations. Recent engagements have focused on learning from implementation, strengthening the middle tier, using data for decision-making, mobilising leadership and turning evidence into action.

Communication and public advocacy
HCA translates evidence, country experience and the voices of reform leaders into communication that builds public understanding and sustains attention. This includes articles, videos, interviews, campaign content, policy messages and stories from national and local actors.
