Who we are
Human Capital Africa works to ensure that every African child acquires the foundational skills needed to learn, thrive and contribute to society.
Human Capital Africa is an African-led advocacy and accountability organisation focused on improving Foundational Learning outcomes across the continent. We use data, evidence, strategic advocacy, partnerships and accountability mechanisms to mobilise governments and leaders to act with urgency and sustain reforms until children are learning.
HCA was established in response to a simple but consequential reality: commitments, policies and investments only matter when they lead to measurable improvements in the lives and learning of children.
Vision
An Africa where every child receives relevant and quality education and acquires the foundational skills needed to become a lifelong learner and realise their full potential.
Mission
To use evidence, advocacy, partnerships and accountability to mobilise governments and leaders to take effective action that improves Foundational Learning outcomes across Africa.
Our goals
Increase awareness and urgency among African leaders and influential stakeholders about the scale, consequences and solutions to the Foundational Learning crisis.
Increase the adoption, financing and effective implementation of evidence-informed policies and programmes that improve Foundational Learning.
Strengthen accountability among continental, national and subnational leaders for measurable progress in literacy, numeracy and socio-emotional skills.
Our guiding principles

Evidence must drive action
We use data and credible evidence to define problems, identify solutions, track progress and improve decisions.
Africa must lead
Our work is rooted in African leadership, local knowledge and the realities of African education systems.
Collaboration is essential
HCA does not seek to duplicate the expertise of capable organisations. We connect leaders, evidence and partners so that the ecosystem can deliver more than any organisation can achieve alone.
Accountability must extend to implementation
We follow the chain from political commitment and policy adoption to financing, district delivery, classroom practice and learning outcomes.
Equity must be visible
Progress must include children who are most likely to be excluded because of poverty, geography, gender, disability, conflict or other barriers.
