Vision

To ensure an Africa in which all children have the opportunity to receive relevant and quality education that sets them up to become globally competitive.

Mission

Use evidence for advocacy to mobilize governments, and political and policy leaders to take actions that improve outcomes in foundational literacy and numeracy.

Our goals

Three goals, in sequence.

Goal 1

To increase awareness among country leaders and influencers in SSA about the need, and what works, to improve FLN outcomes

Goal 2

To increase commitment among country leaders to improve FLN outcomes, demonstrated through adoption of appropriate policies and allocation of resources

Goal 3

To increase mutual accountability among regional and country leaders to track progress on FLN outcomes for all children in SSA

Our guiding principles

HCA is driven and guided by three principles.

Data and evidence is central to our advocacy

We understand the power data and evidence can have in driving reform. There is ample evidence in the ecosystem about what works to improve foundational learning in LICs and LMICs. We will leverage it at every step to ensure that the ‘right’ reforms are implemented.

Collaboration, leveraging partners efficiently

HCA is driven by the philosophy that sufficient resources — knowledge and data — already exist in the ecosystem, and there are other qualified partners already leading meaningful work. We aim to bring those efforts together to amplify their impact.

Led by local capacity and leadership

Our leadership and our organization are deeply rooted in Africa. We plan to develop local capacity to lead and implement this work.
