Building a culture of accountability for foundational learning in Uganda

From foundational learning commitments to classroom actions: reviewing our progress and renewing commitment.

This October, Human Capital Africa partnered with the Ministry of Education and Sports to convene Uganda’s first National Accountability Conference on Foundational Learning.

This milestone brought together leaders from across the education ecosystem — the ministry, district officials, development partners and civil society organizations — to reflect on progress, identify challenges, and agree on clear priorities for action.

Using the HCA Adoption Tracker, the meeting provided a structured, inclusive platform for the ministry to review data, identify bottlenecks and plan next steps to improve learning outcomes nationwide.

Participants committed to strengthening evidence use, aligning around shared goals, and fostering a culture of regular, transparent review.

The next national accountability meeting will take place in October 2026, with periodic reviews in between to ensure continuous learning and adaptation — sustained impact for every child.
