HCA and the Hempel Foundation announce a partnership for foundational learning

We already know what works to get children learning. What Africa needs now is the will, the discipline and the partnerships to take those solutions to scale.

At the 2025 ADEA Triennale in Accra, Human Capital Africa and the Hempel Foundation announced a landmark partnership to accelerate progress on foundational learning — ensuring that every African child can read, write and count by age ten.

The collaboration marks an important step toward stronger political will, greater accountability and evidence-driven action to improve learning outcomes across the continent. It reflects a growing recognition that while the solutions are known, scaling them requires sustained leadership, data use and cross-sector partnerships.
