A new round of Foundational Learning Action Tracker data is underway

Sustainable progress in foundational learning must be driven by country ownership — governments shaping their own learning futures, supported by strong data.

A new round of data collection for the Foundational Learning Action Tracker (FLAT) is now underway. As countries continue to place foundational learning at the centre of their education reform agendas, tools that help governments reflect, assess progress and strengthen accountability are becoming increasingly important.

At Human Capital Africa, we strongly believe that sustainable progress must be driven by country ownership. Governments are best positioned to shape their own learning futures — supported by strong data systems, peer learning, and accountability mechanisms that help turn commitments into results.

In 2025, 124 low- and middle-income countries participated in the FLAT — a growing global commitment to ensuring every child acquires foundational skills.

Human Capital Africa is proud to contribute to this collective effort. Our Founder and CEO, Dr Obiageli “Oby” Ezekwesili, serves on the FLAT Steering Committee, while members of our team support the Technical Reference Group. These roles reflect our continued commitment to strengthening government-led reforms and advancing evidence-informed action.

The global learning crisis remains one of the defining challenges of our time. Addressing it requires more than knowing what works: it demands political leadership, sustained prioritisation, effective implementation systems, and accountability for results.
