The 2025 Foundational Learning Action Tracker launches in Accra
Only 1 in 10 countries has recorded substantial gains since 2024 — but where evidence drives reform, change is possible.
In Accra, Human Capital Africa joined partners from UNICEF and Ghana’s Ministry of Education for the global launch of the 2025 Foundational Learning Action Tracker (FLAT 2025) — a key accountability tool that monitors how countries translate commitments on foundational learning into concrete policy and system actions.
The data reveal both progress and persistence. While only 1 in 10 countries has recorded substantial gains since 2024, the growing use of data, clear learning benchmarks and structured teaching approaches shows that change is possible where evidence drives reform.
