# Human Capital Africa (HCA) > Human Capital Africa is an accountability and advocacy organization that uses evidence to mobilize governments to take actions that improve foundational literacy and numeracy (FLN) outcomes for children in Sub-Saharan Africa. Led by Dr Obiageli "Oby" Ezekwesili. Based in Abuja, Nigeria. Key fact HCA campaigns on: 9 in 10 children in Sub-Saharan Africa cannot read and understand a simple text by age ten.
